Statement no. (1231)

On the following of government troops and US-led coalition the Scorched Earth Policy & the serious humanitarian situation of Mosul people

Praise be to Allah, and may prayers and peace be upon the Messenger of Allah, his family, companions, and followers:

After the field deficit faced by the government forces in the first stage of their offensive to make a significant military progress at the left side of Mosul and the status of ongoing government attrition, the troops have moved into the second phase represented by following of the Scorched Earth Policy ordered by US as it lead and control Mosul war ,to speed up the operations and ensure resolving of the battle at the left side of Mosul taking advantage of previous destructive tests in Tikrit ,Beiji and Ramadi battles.

As a result of this dangerous approach followed in the battle, the civilians at the left side of Mosul are exposed to risks as  all data reported from the fighting areas according to specialists testimony that Mosul people are witnessing devastating and dirty war at the present that laws of war or rules of international humanitarian law are not taken into consideration about the protection of civilians during conflict .But it is a destructive war to achieve a quick victory at the expense of civilians' lives and destroy the infrastructure in the neighborhoods.

The progress has been made by these forces in the south-east axis according to the new battle plan with the support and actual participation of US troops and French artillery ,especially; in (Wihda neighborhood)and (Salam Hospital area) where destroying percentage has amounted to (80%) as a result of the violent and comprehensive by bombers planes (B-52)which flew all day hours in the last two days.

The aerial and artillery bombardment has relied on the territorial bombing instead of selected targets; explaining the humanitarian situation and the increasing of casualties among the civilians who have been buried under rubble of their homes and cannot be rescued because of the intensity of battles ,and the indifference of conflict parties to this aspect ,as well as ;corpses which are lying at the streets and the ongoing series of deaths of entire families .

The Association of Muslim Scholars describes the events in Mosul as a destructive war targeting people and city which the conflict parties are responsible for as they do not feel concern about the civilians' lives, especially; children, women and old people.

The international community bear full responsibility for the results of events in Mosul as they ignore the war crimes committed there, which they would strongly condemn if occurred elsewhere, but the situation varies depending on people of these cities and the group targeting them ; everything is justified under the pretext of fighting (terrorism).
