AMSI Condemns the Plan of the UN Representative in Iraq Print E-mail
Thursday, 29 May 2008 18:12

ImageThe General Headquarters of the Association of Muslim Scholars in Iraq (AMSI) in its statement condemned the purported plan of Staffan de Mistura the representative of the UN Secretary General in Iraq concerning the “disputed” areas in Iraq particularly Kirkuk. At the statement AMSI pointed out the history of the United Nations unfortunately have been filled with the decisions that harmed the Iraqis and caused much more injustice in Iraq.

HEYET Net – At the press statement the Association of Muslim Scholars in Iraq (AMSI) condemned the worst initiative which the Secretary General of the UN Ban Ki-moon’s representative in Iraq has presented.

“The history of the United Nations has filled with the decisions which harmed the Iraqis and caused much injustice in Iraq. Today we are warning them of the implications which its representatives in Iraq is getting involved in further steps that would lead further injustice and harm to the Iraqis. These injustices would establish the bases for further internal strife which no one knows. Only Allah Almighty knows what its extents and depths would reach.

The UN Representative should have concerned the suffering of Iraqi nation, the refugees and their children who did not receive the attention they deserve by this international organization.

The statement number 558 published by AMSI had leaked that some news media claimed that the plan of the UN Secretary General's representative in Iraq, Staffan de Mistura on so called "disputed areas" in Iraq, including his vision/perceptions to resolve these dilemmas/knots in particular the province of Kirkuk City.

Having recorded its observations, the Association of Muslim Scholars in Iraq (AMSI) shares its comments about the plan as following:

First;

One of the plans includes its options to adopt the results of the parliamentary elections which took place in 2005 and limiting the size of the conflict according to those results, while approximately all people well knows that these elections were neither healthy nor pure whatsoever. They have been carried out under the domination of powerful parties and their threatening militias in the ground. Whereas at the same time the occupation forces with the aforementioned groups had significant role in the manipulation of election mechanisms, and also forging the results as well as a province with large groups of the Iraqi people who boycotted these elections. The United Nations is more cognizant of this fact than others. So how does the representative of the United Nations in Iraq allow himself to use the results as a base for solving the impossible, knowing fully well that these results are in itself a problem and place enormous legal challenges in solving the problems.

This plan also contains two other choices which do not appear to be realistic for solving the dilemma.

Second

The situation in Iraq is in a manner of chaos and instability because of the existence of the occupation, and its military operations against the Iraqi People,

Thus it does not allow for proposals to solve the inflaming internal conflicts, the occupation also prevents the proposal of solutions to prejudices towards one side to particular side, to the detriment of the other; one side is strengthened and fortified by the existence of the Occupation on the ground thus effecting gains at the expense of others adopt the policy of the Occupation practicing the policies of exclusion and marginalization.

Third

A number of members of the current Iraqi parliament have expressed their dissatisfaction and unhappiness with the performance of the United Nations Office in Baghdad, especially in this matter stating that it has overstepped its declared powers stating:

The UN in Iraq has began interfering in Iraq's internal affairs; submitted this plan without being asked to do so by the organizations which are concerned with this matter which raises many suspicions about the neutrality and impartiality of this office.

The Association of Muslim Scholars in Iraq (AMSI) asserts in any case that the problem of Kirkuk City and other so-called “disputed areas” could not be resolved under these complex circumstances. Because the proposed solutions will never be the agreed upon whatsoever because of the prevailing sentiment among Iraqis in absence of justice, the presence of the domination of the occupation, and his allies which prevent the realization of just solutions for everyone living in Iraq.
