So-called "awakening council members" feared the worst after the withdrawal of U.S. occupation forces from the occupied Iraqi cities. The newspaper the Middle East quoted from Abdullah Obeidi, one of the leaders of the so-called "Sahwa-Awakening Council" saying that "awakening forces" are waiting for their salaries since January, adding that "American forces" can not leave now, because they have not completed half of the task.

Obeidi said: "If we stop tomorrow towork,  the security situation quickly be worsened." explaining that after the "American withdrawal" from the cities the awakening council members would be targeted both by the government  and al Qaidah .

It is worth to mention that so-called Sahwa Councils were established and funded by the American occupation forces against war on al Qaida, however it turned to suppress resistance operations where it dominated. After a while, American occupation administration gave up the project.
