Al-Dhari : Arabs reject the meetings of national powers of objection to the partition project.

The Secretary General of the Association of Muslim Scholars in Iraq (AMSI) Sheikh Dr. Harith Al-Dhari emphasized that the partition of Iraq project will not succeeded even if it imposed by force. The Iraqi people whom are refusing the occupation and its puppets will effect for the failure of the project that US Administration attempts to spread it to all countries of the region.

Al-Dhari expressed in his long talking to the “International Reality” within its weekly program “Face the Reality” that the partition project is an old new project, i.e old by aims and intentions, new by the method of issuance, declaring that undertaking this decision returns to four or five decades and Ben Gorion has advised the partition Iraq in frame of formal Zionist aim to destroy the region.

Dr. Al-Dhari indicated that invading Iraq was the path of realizing the aim of dividing Iraq, but the previous US Administrations wasn’t valor to announce openly regarding the project. Because it has something of truthfulness and respectful to all and decisions of UN, political and diplomatic dialogues, but the current Administration has violated the mentioned standards because it is connected to Israeli project.

AMSI Secretary General requested Iran to leave Iraq immediately, warring to keep on staying or waiting for US withdrawal, because the Iraqi people will have a severe attitude with Iran or any other country attempting to control Iraq, he also indicated that Iran must carefully study the American occupation experience in Iraq and victories that the honorable Iraqi resistance has recorded against the occupation and the fear of remaining in the country.

Al-Dhari expressed that the Iranian project in Iraq is availability of the Iranian intelligence services, Quds army and other kinds of intelligence and puppets. We are able to oppose such means, furthermore we can face Iran itself as far as we are standing against and resisting the American forces and opposing the Zionist-American-British project. Moreover Iran learned the lesson within the passed eight years…Here is the dialogue:

(Int. Real.) - At first we welcome you in International Reality group; we wish to start from the dangerous decision that appraises a universal disaster other than a regional disaster, the decision of Partition Iraq. How do you see this decision?

(Al-Dhari ) - I submit my thanks to International Reality group for this invitation in this suitable time. This shows best appreciations of Int. Reality, its evaluations to the current Iraqi situation and the interest to the opposite plans against Arab nation especially Iraq. With this project the enemy wish to weaken the nation, cut it into pieces and cut the connection, and the latest project is voting of Senates to the partition Iraq.

This project has came in the time as the US Administration is gathering in order to get out of the Iraqi swamp, US Administration is willing to execute other projects urgently through some men looked after them and gave the Administration of Iraq to them in this current dangerous period.

This project is an old and also a new project, old by goals and intensions, new by the method of issuance. It was undertaken before four or five decades. David Ben Gurion has advised the partition Iraq in frame of an old Israeli Zionist wish to destroy the region.

Perhaps the invasion of Iraq was the way to realize this mission or this aim to divide Iraq. However the former US Administrations wasn’t valor to announce openly about the project because in that time the Administrations had something called truthfulness and they were respectful to all decisions of UN, the political and diplomatic dialogues.  But the current Administration has violated the mentioned standards because it is connected to Israeli project.

You have heard before a year ago that President Bush said that: from the reasons of invading Iraq was to find and destroy the weapons of mass destruction to secure USA and Israel. We know these aims. We also know that there is a project of partition undertaken by American Administration through several men placed them to administrate Iraq, and prepared the constitution. Some of American and Zionist legislators had put its basic regulations and put forward in front of Iraqis to discuss it and to announce that this is the Iraqi constitution project. Some high rank Iraqis have added something beneficial only to them in future. They had added the articles of mines of disorder and dissensions among various ethnics and sects. These changes will lead to a divided Iraq formed of several regions or emirates, as the vice president Adel Abdulmahdi has described it and said “it is possible to see Iraqi emirates as United Arab Emirates.” But he skipped to say that UAE was an independent State but they saw that it is of their benefit to gather and they have done.

However, they wish to divide an independent State Iraq and then they will call to Iraqi Federalism which plotted by the enemy.

So the project as an idea and aim has passed over it more than four or five decades. It has actually been applied since two years through the current constitution which content to an article that accepts Iraq as a federative country formed of three federal regions even if they say that the federalism is not a partition and is only an administrational federalism. However as far as we know and everybody knows that the project is a definite partition. The federalism is only a cover to the project as the Zionist Joseph Bayden has declared it is a partition. Before a couple of days an interview was made with him by one of the Israeli broadcast. He said when a question of “Who are you?” was directed to him he answered: I am a Zionist and came from a Zionist.        

Anyhow Joseph Bayden is not hiding his Zionism but the Israeli lobby is hiding its interest to the project and also other lobbies which they have beneficial in partition Iraq. They are too pleased to this project.

(Int. Real.) - Is the decision actually applicable?

(Al-Dhari) - The project may be executed temporarily, even if the project has fully carried out, will it be a successful project in Iraq, the answer is no, we declare to all over the world, our Arab and Islamic nations and to all Iraqis that this project would not succeed even if it was imposed by force, because the Iraqi nation are themselves who will cause this project to fail, they are the great nation who is rejecting the occupation and all related projects first of all the partition Iraq project.

Today Iraqi people are more in comprehension and more awaken for the danger and aims of the occupation, perhaps they have trusted in the occupation in the first and second year of the occupation as they came over to liberate, and came to make Iraq an example in the region, but after three years later of the occupation the Iraqis started to see only blood, hungriness, seizure, destruction and assault, and see over seven millions of immigrant abroad, and same number expelled from their homes, villages and cities in side Iraq, most of them have lost a simplest requirement of life, no salary no charity and nothing from either the government or any others, fifty percent of Iraqi nation is poor, needy and on the poverty line, twenty five percent are stepping backwards i.e closed to be in need the rest are living on the wealth of Iraq as petroleum for themselves, for their parties, for their relatives, for their puppets, for their death groups and militias whom are poisoning anyone rejects the occupation.

So this decision will not pass with assistance of Allah (swt). I say this and I am sure there is a revolution in South against the occupation and the Government. There is also a revolution in the midst of the country since the first year of the occupation. About the north of the country there is an anxiety against the Kurdish political authorities that pleased when this decision was taken. Furthermore they knew that the decision will be issued. There were lobbies in coordination with the Zionist lobby in USA. so the decision was not a surprise but a pleasure without taking care to other Iraqi brothers which consists 85% of the population of ethnic Arabs, Turkmen’s, Christians  and others. All these are rejecting; even our 70% - 80% of Kurdish brothers are refusing the partition of Iraq. Because they discovered that their administrations are considering the Kurdish issue as a sort of trading. They discovered when the poverty has spread over Kurdistan and too many arrests are in the prisons of federal government (The Northern Government); Government of the two parties (The Democratic Party and the party of Jalal Al-Talabani). Those are the first and still are getting benefits from the occupation.

If the Iranians are considered the first who benefited from the occupation they have entered in many fields of Iraqi political and social life. The Kurdish politicians are the second group who benefited from the occupation. Because they have gained many that no one have got. They have got their rights including the right of others, the North is for them. They involved in 50% with grand councils and Al-Dawa Party in Iraqi Administration. They have also taken weapons and gold from the fallen state. They added the petroleum revenue, the presents and bribes that were distributed between the two parties and their militias.

Regarding to our North region, they say it is a paradise on the earth. But we reckon it is a part of Iraqi hell. Yes probably it is a paradise to those who are governing. Unfortunately there is no paradise in Iraq but Iraq as a whole is a hell, even the green region which is in a very good standard of living compared with other regions but the security is null, the security equals the living so the living without security is equal nothing.

Today our Kurdish brothers are suffering from hunger and torments of intelligence, militias and mischief-makers. They are deprived of a simplest living standard, no hospitals no continuous water, no electricity and no objection to any governor.

The leaders of both Kurdish parties have pleased and welcomed the American partition. There were some leaders who have rejected the decision but probably they have pleased the decision in side their mind. In anyway they have joined the general opinion in order to protect themselves from our nation’s hatred. The supporters and confirmers of this decision do not exceed five percent to ten percent together with those who has advantages from the occupation. about our nation starting from North to the South (from Zakho to Basrah passing through Nasiria, Karbala, Najaf, Divania, Baghdad and Diala, furthermore the decision surprised Mousil, Salahaddin and Sulamaniah. All these cities could have seen demonstrations against the decision if they had the opportunity. But the occupation, the mid region government and the North government forces will have banned such action to be performed.

I repeat and welcome our nation who is rejecting the occupation: you should remember our words when we said in the beginning that the problem is the occupation itself. As far as the occupation exists we expect more destructive projects, we expect also more tearing attempts and sectarian mischief-making. We have indicated this matter as well as the loyal Iraqis had indicated that the occupation is attempting to spread the sectarian dissension among the nation. This dissension is also supported by those who benefits from the occupation. They are well aware of the reality that they will be vanished if the occupation is vanished, if the occupation leaves they will also leave. This is reason why they are supporting this occupation, if they hear the occupation is leaving they start shivering informing their opponents that they were ignorant of the matters. they have burned Iraq and stood behind the dissension to protect their own benefits and advantages from the occupation. This dissension has been discovered by the Iraqis as it is a political dissension not sectarian, it is not a Sunni Shiites as claimed by somebody and could be misunderstood by our Arab and Muslims brothers abroad. Because either Sunni’s or Shiites are brothers and they are unitized more than any other time, dissension the political and the occupation are behind it. The former US ambassador to Iraq Zalmay Khalil Zad was behind this dissension. He was in coordinated action with political party leaders whom has never expected that they will become a governor under the shadow of the occupation.

I say this project will fail with assistance of God, even if the Iraq’s enemies have made any propaganda. This project will not succeeded whatever they tried to give names or covering it with pan names as federalism, non-central, regional administration and so on. It is anyway a partition project that the Zionists want and wished by the US Administration and required the Kurdish authorities. If they (Kurdish) perform a truthful election they will not exceed 5% of vote, because the loyal Muslim Iraqi Kurdish nation is well aware that the Kurdish authorities are trading with Kurdish issue. So the Arab and Muslim brothers are sure that their Iraqi brothers will oppose the project. They had opposed the occupation project. They had effected the occupation to fail. They had throw the occupation to the marshes and disappointed them to get out of the problem they fell in. It was funny idea from Byidin about partition of Iraq when he said (because this decision will help us to get out from Iraq safely). I tell Byidin if you want to get out from Iraq safely you should openly declare it. Afterwards the Iraqis are generous and faithful for their promise. They really want to end this evil; they want to help the occupation to get out of Iraq. But it should be a real leave and complete, a single soldier and single base should not remained, after we tell them goodbye.

Real Procedures

(Int. Real.) - You have declared in detail the rejection of Iraqi people to the project. In your opinion what are the real procedures and actions of the parties and national powers against this project?

(Al-Dhari) - We want serious attitudes from now on. The time is over when our Muslims and Arab brothers abroad were doubtful from the Iraqi National Powers cases. The invasion came to stay, destroy and divide Iraq and to make from Iraq a model in order to apply the same in the all the region, country by country, state by state. Therefore, our brothers should know and believe from now on that “what the Iraqi National resistance and rejecting Powers” have warned about is true and how the occupation is dangerous first to Iraq. It is secondly forms a danger to Arab nation. So we need your political, morality and financial attitudes to your brother whom are hungry in Iraq and abroad. I request from all rich Arabian countries such as the gulf, Saudi Arabia, UAE, Qatar and others to assist the countries that welcomes Iraqi immigrants such as Syria and Jordan. These two countries have endured over their economical, social, residential, and cultural and health facilitates possibilities.

We wish that these countries have to extend their helpful hands to the Red Crescent, Social and Charity Organizations in these two countries in case to help the Iraqis brothers there. and also if they be helpful to their brothers in South, North and mid of Iraq, today the Iraqis are more distressed than ever and they are in needy situation.

I call all Arabs to help their brothers in South Iraq because they are in need to be rescued from the tragedy they live. Allah (swt) will bless you if you perform such assistance and your names will be written in golden words in the humanity history. Today the situation in Iraq will jump tomorrow to another country, probably you will find yourselves immigrants in Iraq “May Allah forbid”. Perhaps you will find Iraq an armored and damper to your countries in the future. Iraq is still standing up without any fear of the occupation.

Iraq and the Iraqi nation understand what is going on.  I don’t say that for Iraq’s weakness, Iraq is moving onward and gaining more and more power, Iraq which is in its fifth year of the occupation is still struggling and “Alhamdulillah - thanks to Allah” are increasing every single day. They will never give up their struggle till the country is liberated.

We are continuing on our procedures in the fields of political and media arena since two weeks after the occupation. We will attempt to bring it to its highest level, not only in the AMSI’s level but also in all rejecting powers and Iraqi Islamic Nationalists level at home or abroad too. All these powers are invited to increase their efforts, to do work more than talks. We also request from the Iraqi resistance not to keep the silly decision in mind. They should think it as a hope of the expectations that our enemy aims to do. Go ahead; all sons of our nation are behind you, and you will end and spoil such projects.               

(Int. Real.) - Where do the talks and relations of the Iraqi national powers reach to organize the Iraqi Internal House? What are the obstacles to reach to complete agreement that guarantees the unity of Iraq?

(Al-Dhari) - Even the Iraqis did not perform meetings they are already agreed to liberate Iraq, to unify the country, to keep the Iraq’s identity that is Arabic Islamic country and to protect the wealth of the motherland. The Iraqis themselves have to lead the country through their harmonized structure or through free elections after occupation. The leaders will be from any sect, any group or any ethnicity of Iraq. This is what all Iraqi nationalists are agreed upon. About why they did not gather in one place, in fact I will say very openly, there is no such Arab country to accept all Iraqis from all sects and ethnics to gather in one time in its territory. If they agreed to perform such meeting in their territory they could not execute the meeting openly that can express its opinion. so the occupation opposes can not find a small area in the world to get gathered and discus their ideas.

Armament of Iraqi Tribes

(Int. Real.) - Why did you not plan for arming the Iraqi tribes and direct the rifles towards the occupation and its puppets? You leaved the occupation to arm the Iraqi tribes in order to serve them and extend the period of the occupation?

(Al-Dhari) - The phenomenon of awakened councils in Ambar and others have appeared according to some reasons. I reckon that it is a temporary aspect, because firstly it is limited, secondly it has connected itself to the occupation. The occupation is being hated by most of our nation.

In addition to what I said, the leaders of this phenomenon are not acceptable persons among of most Iraqi people. That’s why I said it is as a temporary aspect it could be vanished, as the proverb says “The Iraq Sands Are Not Stationary”. Therefore the occupation should not depend on them because it could be ended suddenly as it appeared suddenly, or it could return backwards over them in a time. So for these reasons it is not dependable and it could not plan projects on it. Therefore it is necessary for the occupation to think seriously to leave Iraq and do not depend on such false, seasonal and a temporary phenomenon which had appeared in Iraq.

(Int. Real.) - Some people say that the American withdrawal from Iraq will lead to an internal conflict, what do you think about this?

(Al-Dhari) - We have mentioned in the first months of the occupation that the occupiers have to leave the country. We have repeated the same demand in passed years. Now we are saying to the occupation the same: “leave our country” and withdraw regularly. The most important thing is this: they have to leave our country. I reckon that if the occupation leaves Iraq today not tomorrow, there will not be any sectarian dissensions which borne as some claims, or as the puppets of the occupation claim.

Sectarian conflicts will not be appeared in Iraq after the occupation leaves. In contrary; the sectarian dissension will be over by occupation withdrawal from Iraq, I accept the excuse those our brothers of Arab politicians, authorities and nations who believed in the occupation talk “if we leave Iraq a sectarian disorder or an internal conflict will occur”, I accept their excuse in the time before today, but today the intentions of the occupation is obvious as the it is behind the dissensions for the sake to rescue the planned projects, whereas the mentioned dissensions are political not sectarian, and the occupation together with its puppets are standing behind the political dissension, so if the occupation is lift, the participants in the government (if the people accepted them and if they remained in their position) have to know that there will not be an internal conflict or anything like that. If they want to go together with their gentlemen friends and take all unfair possessions they had, then we only tell them goodbye. They had governed Iraq and conducted so ugly and bad actions to the nation along five years. They have to keep Iraq to honored Iraqis who will manage themselves; they will be in actual harmony and agreement among themselves, not a political agreement. they also will declare to the world that they can bring the settlement to Iraq.

The Arab brothers should trust that the reason of current dissension is the occupation.  If the occupation and its puppets leave; the dissension will be over, the settlement will spread all over Iraq and Iraq will return to its previous days.

Iranian intervention to Iraq

(Int. Real.) - In case the American withdrawal from Iraq, where will Iran reach in her intervention to Iraq?

(Al-Dhari) - I think Iran is not ignorant, Iran has also advantages in Iraq in the future other than current benefits that dependent private agreements with some persons or with some temporary figures in Iraq.

The benefits should be a mutual honorable relationship and real Muslims not old and artificial Muslims. They are using their religion as trading means, whereas the real Muslims if they promise they stand behind their word.

Iran has to leave because the planned project will be discovered. Its project exists as far as the puppets that US depends on. The Iranian project has entered Iraq and gets strengthened. its existence realized through the Grand Council, Dawa Patry and Jalal Al-Talabani.

With American withdrawal, the Iraqi people will gratitude Iran if it came to help Iraq. but if Iran has entered Iraq to benefit on the Iraqi people account, then the nation will reject Iran and expel it from Iraq. 

The Iranian project is consisted of Iranian intelligence, Quds Army and other types of intelligence and puppets. We have got the procedure to face these means; we can also face Iran itself. Because anyone stands in front of American forces and its allied and faced the Zionist-American-British project can easily face the Iranian project. Iran has got an example war between Iraq and Iran that last for eight years. They have entered Iraq several times and left. So I think if Iran gets out of Iraq now before the American occupation leave or the same minute before; the Iraqis will come over them and face them again.

Some had said that the American forces will keep an empty place by their withdrawal and I’m afraid Iran will think to interfere into Iraq after US withdrawal. any country must well think before interfering in the affairs of Iraq or intervene in Iraq directly, because what has the American’s lost in Iraq, they will find the same.

There are men in Iraq and Iraq has got family, they never hand the country over to others. In the past they didn’t handed it over to British. today they would not hand it to Americans and tomorrow will not handed over to neither Iran nor any other countries either Arab or Muslim or foreign.

Iraq is for its people and return to it previous period and nation. Because Iraq is a piece of its nation. I talk on behalf of Iraqis that if there is any assistance to this honorable nation, this nation is ready to return these assistances back after the liberation of Iraq. Because Iraq is capable and its nation is generous.

(Int. Real.) - Do you observe that Iran is playing its Iraq card to manage its struggle with USA? in case of American strike to Iran, what will be the fate of Iraq?

(Al-Dhari) - I personally don’t expect that America will hit Iran as far as America has problem with Iraq and Afghanistan firstly. Secondly I never hoped neither to Iran nor to any Arab and Muslim country to be hurt and suffer from damages. Because the torments are returned to the nations, so the Iranian nation is a Muslim nation, a neighboring and a friend country, although, Iran has participated in the Iraqi disaster and be with the America in Iraq occupation. this is not an accusing to it, but some Iranian leaders have expressed and has worked together with Americans to invade the Muslim country Afghanistan as well.

We hope for the Iranian governors a wisdom procedure and do not run with others to plan the fate of the nations. We wish, Iran had to respect the neighbor countries and gave up the efforts to extend its authorities to exceed its boarders. These are what we are wishing to all region countries. Every single country has to satisfy within its boarder, not to violate the rights of others and do not attempt to control others illegally. I also say that the Iraqis must consider as others who does not evaluate the affairs in right way till they prepare the background for their enemies to perform their aims. Iraq is a big lesson and the former authorities are also lessons have to be learned. Because they are not more powerful than the Iraqi authorities. I estimate they have exceeded their limit in their statements and claims. They should learn and know that they are governing by a world that does have the laws and do not appreciate the International Relations and can not be disciplined by humanity and morality. They should compassion themselves and compassion the region, they should plan the affairs by wisdom; these are what I wished to say to Iranians. If they accepted then there is no any problem but if they refused. then I consider that I have done something of my humanity and religious faith duty to Iranian nation and wise persons not for Iranian authority that interferes to other affairs.

(Int. Real.) - Do you think that the policy of forcing Iraqis to migrate is a part of the complete plan against Iraq?

(Al-Dhari) - Yes, it is a technical part of the partition. The migration for both inside and outside the country is the government action and the militias under its knowledge. It is some sort of tricks when an Iraqi authorized comes to Jordan and Syria, start to talk on behalf of Iraqi immigrants and inside migrants requires a good living condition for them. Who are behind these actions are the government, its militias, parties and the governments’ politics only. If the government was faithful then it should have gave the billions of Iraq’s properties and the big foreign assistances to the Iraqis which will recorded as a debit to Iraq instead of stealing them.

Forcing to migration is a technical part of the basic partition that Al-Jafari government moved forward with, followed by Al-Maliki government and still its politics is carrying on; as expelling from the cities, attacking, arresting, imprisoning and so on. the reason is to reduce a certain number of habitants of a certain region of a determined cities.
