AMSI Net Special Report - Major Criminal Office called as – Criminal Investigation Office- related to Police Commandership in Salahaddin province as killed one of the detainee from the same city after torturing him awfully. 

They have tortured him by using electricity on his body and hitting him with hard bodies out of investigation methods. This torture was far away from all heaven and constitutional laws which has to be applied to the suspected arrests and others.  

The forces of this office (known by all people of the city with their terrible and awful practice inside and outside of the headquarter) arrested Usama Ahmad Daham Abu Al-Ishaq as suspected on Wednesday 18 September 2007 at 01:00 midnight taking him to the head office in the presidency place. Next day on Wednesday 19 September 2007 at 11:00 his dead body was delivered to the forensic medicine in Tikrit General Hospital. Observation on his body showed the electricity signs and badly hit with injuries on his body claiming that the suspected tried to escape from the office guard on the way to the river. He jumped from the mountain, and then fell on the ground. He was dead upon with the broken bones in his body.  

This bloody office has claimed with attached report Number 1 which is completely contradictory with attached medical report Number 2 issued by specialist doctors in autopsy of Institute in the Hospital. The aforesaid report is connected to our letter and the pictures of the dead body before burying. It can be clearly seen that the marks of torture by the electricity caused burnings spread over the body even in his sexual places and buttocks (anus). It has also been observed that the dead person was subjected to fast and concentrated torture caused his heart to stop and die at 11:00 o’clock after arresting.  

The mistakenly arrested person’s condition was not of the first kind. There happened similar incidents. As far as we have some information about such conditions which were exceeded 9 similar incidents. One of them was the killing of the citizen Abdulkadir Taha Al-Awwad from Al-Yousifia city inhabitants almost a week ago. His dead body is existed in forensic medicine and is currently distrait by the mentioned office, who has died in the investigation as same method. This was emphasized by several arrests that were set free from the jail of the same office. 

The mentioned Office is distrainting brother of the dead Usama in one of its prisons that he was arrested before a day of arresting Usam. Still his fate and where dose he captured is unknown. The office captures him as means of threat and pressure to his family because there is no official or non official case sued against them. However the information we have got from the family have said that the responsible for torture operations are Mukaddam Khalil Al-Ramel and Raaid Ahmad Al-Fahel who are performing such torture operations for a long time. They are very well known by all province representatives and they are in good relations with them. Furthermore they are using them especially the named Ahmad Suphi Al-Fahel who is from Al-Jabour tribe in Al-Alam region. He is also a person with past offences; he has no degree or graduation from any high school or university.  

In spite of these facts he has given this military rank by the aforementioned representatives as he is performing all dirty works and procedures.  

We have notified you by our letter number 90 dated 8/10/2006.  

We have mentioned that the said office is conducting injustice and horrible practices in their attacks and investigations with arrests.  

We have also notified certain offices, the Governor himself, police commander and military commander in the city, many more others such as Head police inspector and human rights office. Any procedures were carried out that time. 

This directorate and so-called Joint Committee are performing illegal procedures. They are arresting many people of the city every week; probably their number exceeds 80 captures every month with no rights to do so. Because they are innocent and helpless. They impose big money in case to set them free. These were happened with many captives whom were set free after they were arrested. Of course they were under threat not to speak anything what have happened to them inside the jail. Otherwise the office will recapture them, the office and especially the named (Ahmed Al-Fahel) is torturing anyone who have just been arrested and brought to the office whether on offence or not.  

The method of their torture is so barbaric. They are using many kinds of torturing equipments in addition to electricity. This office has become only a torturing office; killing the honored persons of the city inhabitants. Everyone wishes that the Americans captures them instead this bloody office.
